For more than three decades, PBS’ natural resource group has provided environmental support, permitting, wetland delineation, mitigation, restoration, and regulatory negotiation services for public and private clients throughout the Pacific Northwest.

Natural Resource Services

Our team works within terrestrial, estuarine, freshwater, and marine environments to provide sampling, testing, reporting, permitting, and design services that meet regulatory requirements, support project goals, and enhance natural resources.

Water Quality Assessments

  • PBS provides water quality analysis to address a wide range of ecological and regulatory challenges. Studies include assessment ecological health of aquatic populations, toxicological assessments, toxicity testing, water quality criteria management, and habitat restoration recommendations. 

Wetland Evaluation and Mitigation

  • Our wetland determinations, delineations, and assessments are conducted according to local, state, and federal guidelines and will be performed by a qualified wetland ecologist. We use sound environmental judgement and our knowledge of regulatory requirements to suggest project modifications that minimize or avoid the need for mitigating impacts to natural resources. Our team can evaluate a project based on pertinent statutes and sensitivity of affected habitat, consult with the appropriate regulatory agencies and develop a strategy for agency approval.  

Botanical Surveys and Riparian Evaluations

  • PBS botanists have experience conducting rare plant surveys, mapping invasive species, and mapping plant communities. Our plant ecologists conduct extensive riparian vegetation inventories to support the needs of our clients. Riparian evaluations identify areas for protection or target areas for restoration or enhancement.  

Fish and Wildlife Studies

  • PBS’ investigations are tailored to municipal or regulatory needs to provide a detailed evaluation of bird, mammal and fish presence and use of project areas. As a part of developing new sites, wildlife assessments ensure the impact of the new development will not adversely affect the wildlife.  

Regulatory Permitting

  • PBS’ highly qualified staff works regularly with local, state, and federal agencies to negotiate permitting requirements and acquire permits for public and private projects. Our experience with government agencies across Washington and Oregon ensures an efficient, streamlined permitting process. PBS also maintains close coordination with engineers and other consultants to ensure project details are represented correctly in permit applications and the full range of alternatives and impacts have been considered.  

National Environmental Policy Act (NEPA) Compliance

  • PBS uses a proven and straightforward approach to work with regulatory agencies and navigate the NEPA process. Our goal is to efficiently meet project objectives by developing thorough and scientifically-sound compliance documents, including environmental assessments, environmental impact statements (EIS), and categorical exclusions. Whenever possible, PBS works creatively to develop “no action” solutions that may eliminate the need for NEPA documentation.  

Restoration Design

  • PBS natural resource scientists work with our in-house landscape architects to develop restoration plans for a wide range of Pacific Northwest habitats, with the added benefit of optimizing land use through creative ecological designs that reduce long-term maintenance costs. 

Compliance and Construction Monitoring

  • Our scientists have experience observing construction to ensure project plans are correctly implemented and proper measures are implemented to prevent harm to the environment.  

Erosion Prevention and Sediment Control

  • To reduce the risks of soil erosion, PBS works with owners to develop preventative erosion control and stabilization measures during all phases of the project. Our natural resource team collaborates with in-house geotechnical and civil engineers to develop erosion mitigation strategies during construction, or develop long-term erosion control systems for existing sites.   

Tree Inventories, Plans, and Hazard Evaluations

  • Our collaborative team includes certified arborists who can accurately conduct tree inventories or analyze tree risks to develop corrective actions to improve tree health. Our arborists also work with land developers, municipalities, community groups, and owners to create plans that promote strong, healthy tree growth for generations to come.
